ABSTRACT

While the National Environmental Policy Act (NEPA) declares a national policy to “encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources,” NEPA lacks specificities on how this law could be implemented in practice. While roads and highways provide connections and accesses to people, neighborhoods, cities, and regions, roadways may also separate people, split a neighborhood, or divide a town or city. If a new highway is a limited-access highway, ensuring that people on either side of the proposed highway can easily cross the highway through an overpass and/or an underpass without major hindrance and inconvenience is a priority. Aesthetic refers to the outward appearance or beauty of a physical object. Roads, highways, and bridges are objects of great physical scale.
