ABSTRACT

During the environmental impact evaluation and preliminary engineering phase, a location design integrating both horizontal and vertical alignments for a roadway is developed. After the project receives the lead Federal agency approval for its environmental impact evaluation, the project is qualified for Federal funding covering all subsequent phases, including the immediate next final engineering design. The final engineering design continues the preliminary engineering design and concludes when all design work is complete. A roadway plan provides all needed data and information where construction personnel can use to build the road accordingly. Specific layout, data, and information, such as alignment, cut, fill, and borrow, geometric dimensions, pavement information, and construction phasing, are all covered in a roadway plan. If a project has a structural component, a set of structure plan is prepared in order to provide all necessary information for both the construction of the substructure and superstructure.
