ABSTRACT

Countless volumes exist that deal with every aspect of projects and their management. Everything having to do with a project is addressed at this juncture; the initial project scope is defined, the project is aligned with organizational objectives, all stakeholders are identified, the project is formally sanctioned and approved by a sponsor, and management chooses the project manager who will lead it. The project charter and stakeholder register are created at this point. The planning phase includes the development of the project management plan, establishment of the project scope, the assessment of its requirements, constraints, and assumptions; development of a work schedule, the creation of the work breakdown structure, determination of a project budget; and planning for quality, communication, human resource, stakeholder, risk, procurement and change management. The Government Extension provides a framework for ensuring effective and efficient management of projects in the public sector.
