ABSTRACT

In order to maximize energy efficiency improvements, high level leadership in the development, implementation, and monitoring of policies and programs is required by international government bodies and organizations, national governments, state governments, regional coalitions, energy companies, city governments, corporations, etc. The most successful policies and programs, particularly for developing countries, are likely to be those that address energy requirements for economic development while simultaneously considering environmental impacts and costs. This chapter presents nine examples of the types of energy efficiency policies and programs currently underway at the multi-national, national, state, city, and corporate levels. The goal of Enova is to achieve reductions in energy use of 12 TWh by 2010, either through improved end-use energy efficiency or increased production of renewable energy. Japan's 1979 Rational Use of Energy law and its subsequent amendments cover various energy efficiency programs and policies that span the industrial, buildings, and transportation sectors.
