ABSTRACT
This chapter discusses critical knowledge on the principles of planning policy and its implementation and management in Dubai. The discussions which are informed by a leading development management expert in Dubai provide a broad overview to the property development process. This develops and informs an awareness that development management does exist in Dubai. From this then comes an appreciation of the development risks involved and draws comparison to pre-2008 and post-2008 examples. The latter parts of the chapter focus on the basics of land valuation and appraisal techniques that inform practice on what, where and how much to develop. The practical insights and developed guidelines are fundamental to better understand the complexities and formalities of real estate development in Dubai.
