Chapter 1 starts with a definition of effectiveness as cited in the Weapon System Effectiveness Advisory Committee Report of 1965. This is followed by a brief discussion on the Secretary of Defense McNamara and his classmates, known as the Whiz kids. Assistant Secretary of Defense Enthoven’s seminal book on defense funding is represented as is the RAND corporation and its areas of strength and focus.
