ABSTRACT

Chapter 10 begins with a brief discussion of risk in relation to benefits. This is followed by an exploration of business case assessments, with a reference to Harvard and the F-35 aircraft. The subject of budgeting is cited, along with cost-effectiveness and warfighting. An intercity transportation example is presented, followed by a note on rational choice theory. The topics of NASA’s approach to systems engineering and cost effectiveness, and MITRE’s affordability, efficiency, and effectiveness complete the chapter.
