ABSTRACT
This chapter begins by defining measures of effectiveness (MOEs) for transportation, communications, and air defense systems. Evaluation frameworks are given for an illustrative transportation system. Functional decomposition are shown as differentiated from MOEs. Weighting factors are illustrated as drawn from an aviation commission report.
