ABSTRACT
Chapter 5 introduces the topic of life cycle costing with its top-level three categories of cost, namely (1) R, D, T, & E, (2) Procurement, and (3) Operations and Maintenance (O & M). Other categories used by the military are (a) Military Personnel (MILPERS), (b) Military Construction (MILCON), and OCO. An example of costing is provided by NIST in its building handbook. A DoD instruction provides cost-analysis guidance. Finally, a listing of DoD budget spending is shown, by category and year.
