ABSTRACT
This chapter deals with cost estimating relationship (CERs). Examples are provided for various types of electronic equipment and systems, including in particular a line-of-sight microwave communications system. Emphasis is given to software cost estimation using Constructive Cost Model (COCOMO). The formulas are provided for a linear least squares fit to a set of data points. A six-step process is defined for any CER development. Various regression methods are cited for CERs. DoD guidance for operating and support cost estimating is addressed.
