ABSTRACT

The purpose of heating, ventilating and air conditioning (HVAC) commissioning is to ensure that the building’s heating, ventilating, air conditioning and environmental control systems are designed, installed and operating to maximum potential. Test Engineer (TE) refers to the qualified person, company, or agency doing the actual field testing for commissioning. As a rule, the selected Test Engineer will have field experience in testing both mechanical systems and environmental control systems. The HVAC commissioning process is a very specific, highly disciplined method, which varies based on the type, size, complexity, and sophistication of the project. A test and balance (TAB) schedule is developed and then HVAC systems are tested and balanced. The commissioning authority (CA) is responsible for inspecting the construction and installation of systems and components. The field test procedures are developed by the TE and approved by the CA. When the static Functional Tests have been completed the TAB company tests and balances the air and water distribution systems.
