Creating and executing a detailed plan for closing a program is necessary to maintain the target cost and schedule commitments. A list of what is necessary to declare the program work completed must be established during the start of the program. Dismantling should be planned for and executed with care to preserve the morale and career growth of the individual team members. The work is complete and the program must be dismantled. In addition, there may be temporary overhead-funded tasks to support the enterprise that need service while the team members are being placed into new positions. Sometimes there is reluctance to complete work on some deliverables by the more problem-oriented team members. Program leadership must shrewdly evaluate if all contract/ agreement-required content and performances have been delivered.
