ABSTRACT

This chapter describes events leading up to and at Woods Hole. Initially, the players, most especially Chester Bliss, were in the Biometrics Section of the American Statistical Association (ASA). When the preliminary program of the International Statistical Institute (ISI) Session slated for Washington DC in September 1947 was announced, Bliss felt the biometry constituency had been ignored. He was galvanized into action, and set about laying the groundwork for a new international organization in biometrics/biostatistics. There would be an International Biometric Conference at Woods Hole immediately preceding the ISI Session. The chapter describes events as they evolved before this meeting at Woods Hole; and then focusses on the unfolding events at Woods Hole itself as the new organization was formed, a Constitution adopted, and officers and Council elected.
