ABSTRACT

Presidential Policy Directive 21 defined “All hazards” as a threat to an incident natural or manufactured that warrants action to protect life, property, the environment, and public health or safety, and to minimize disruptions of government, social, or economic activities. The Department of Defense (DoD) determined that cyber threats to contractors' unclassified information systems represented an unacceptable risk of compromise to DoD information and posed a significant risk to US national security and economic security interests. Greenberg reports that two researchers from the University of Tulsa, with permission of wind turbine and wind farm owners/administrators, used a proof-of-concept (PoC) malware (that is, malware used to demonstrate that their idea and method works) they built to test if they could paralyze, or damage individual wind turbines and an entire wind farm with their hacking activities.
