ABSTRACT

Cape Verde is located in Western Africa and is a group of islands in the North Atlantic Ocean, west of Senegal. The coastline is 965 km, and the terrain is steep, rugged, rocky, and volcanic; the lowest point is the Atlantic Ocean, and the highest point is Mt. Fogo, a volcano on Fogo Island. “In 1462, Portuguese settlers arrived at Santiago and founded Ribeira Grande – the first permanent European settlement city in the tropics. In the 16th century, the archipelago prospered from the transatlantic slave trade. Pirates occasionally attacked the Portuguese settlements. “The new republican regime of Portugal sought to counter the negative image of Portugal abroad which concerned the lack of its promotion of civilization and progress in their colonies. The Secretary-General of the Portuguese Geographic Missions, Ernesto de Vasconcelos adopted on 11 December 1911 a ‘series of steps’ aimed at reversing that situation.
