ABSTRACT

During the COVID-19 Pandemic, Congress passed the Coronavirus Aid, Relief, and Economic Security act (CARES) that provided funds for States to utilize emergency programs that would provide relief to individuals, businesses, and government operations. The Governor of New Jersey wanted to provide Transparency for how these funds would be utilized and mandated the Information Technology (IT) organization to develop a public website that reflected how the State spends the COVID-19 relief money. The Governor’s challenge to the IT organization was to create the website within 90 days. The governance process used by the State IT organization utilized the six competencies of The Strategic IT Governance 2.0 model. This chapter explores how the governance model that creates the COVID-19 Transparency website maps to the Strategic IT Governance 2.0 model. The new CARES Act transparency site provides the citizens of New Jersey the Transparency the Governor wanted for how CARES Act funds are distributed.
