ABSTRACT

This chapter introduces the topic of designing, or redesigning, an environmental monitoring network. It explores issues arising and methods needed when designing environmental monitoring networks, with particular focus on ensuring that they can provide the information that is required to assess the health impacts of an environmental hazard. Introductory courses on design of experiments emphasize the need to clearly articulate the objectives of the experiment as the first step in design. During the 1980s, acid precipitation was deemed to be a serious problem worldwide because of its deleterious effects on the terrestrial as well as aquatic regions. Model-based designs optimize some form of inference about the process or its model parameters.
