ABSTRACT

The state of the global economy at the beginning of the third decade of the twenty-first century is its new “normality,” shaped by the global pandemic and other processes of global significance, including the investment downturn in the global marketplace. Research shows that the global trends outlined above are the result of qualitative disparities between outdated forms and methods of economic organization and new technological possibilities. The “Strategy for Innovative Development” seeks to respond to the challenges and threats faced by Russia in the field of innovative development and to define the goals, priorities, and instruments of state innovation policy. The national innovation system can also be defined as a set of individual institutions that, collectively and individually, contribute to the development and diffusion of new technologies, which form the framework from which government formulates and implements policies to influence innovation processes”.
