ABSTRACT
Risk in general arises because of uncertainty. The field of risk assessment has generally focused upon the quantification of the risks associated with a range of negative consequences. We differentiate risk engineering as a subject that addresses the broader topic that includes positive and negative consequences. System complexity is measured by Wang Entropy.
