ABSTRACT
Engineers must accept risk and uncertainty, because the engineer cannot wait until he knows all about a device before building it. Risk acceptance depends on how accurately we can evaluate the engineering risk, to what extent we can control the risk, and how much we can gain though the risk-bearing process. Diagnosability is introduced as an additional element of risk.
