ABSTRACT

Critical infrastructure is a crucial element of today’s civilization. Water, electricity, transportation – civilization depends on these. Today, most, if not all, of such systems are either fully digitalized or contain important digital components. Such sensitive nature of the systems means that tampering with them, or causing significant breaches, may result in directly visible effects – in extreme cases, the undesirable impact on the provision of services – water, electricity, heating, etc. Scenarios explain the severity of power cut risks on a large scale. Destructive cyberattacks are explained – specifically, those that may result in actual physical destruction. Such effects are extremely rare, though they were demonstrated to be possible. States must be prepared for such risks.
