ABSTRACT

Transformational and tactical change needs are generated at both the higher level of management and the operational level. Business analysis and the resulting proposed initiatives contribute to the decision-making process by performing organization management to achieve its Strategic Intent and produce business benefits. A formal program origination process is important because it creates a focal point for the assessment and analysis of all proposed initiatives, directs funding and resources to the right programs, and maintains the organization’s focus on programs that will deliver the greatest value. However, this process revolves around three major steps, including developing, evaluating and selecting program proposal. In developing proposal, the Business Case is established and the initial program boundary and parameters are defined. In evaluating proposal, quantitative financial analysis is performed, such as cost/benefit analysis and return on investment, and proposed programs are evaluated against a set of preestablished strategic and operational business criteria.
