ABSTRACT

This chapter covers public policy, or a system of guidelines, laws, and programs issued by federal, state, and local governments, that responds to societal challenges and needs, as well as market failures. The U.S. housing policy landscape has been balkanized into dozens of programs, demonstrations, and initiatives. Housing policy assists not only individuals, including low-income people who may be in need and middle-income people who may not necessarily be in need, but also companies, including developers and housing providers.
