ABSTRACT

This chapter discusses place-based programs, including the public housing program (since 1937), the Homeownership Opportunities for People Everywhere (HOPE VI) program (from 1993 to 2010), the Choice Neighborhoods program (since 2010), and the Rental Assistance Demonstration (RAD) program (since 2013) of the U.S. Department of Housing and Urban Development (HUD). It also discusses people-based programs, for example, HUD’s Section 8 Voucher/Housing Choice Voucher (HCV) program (since 1974).
