ABSTRACT
As I have described, the role of local government in public health has been subject to structural and functional change over a number of years. Whilst the literature is extensive and cannot be fully discussed here, an understanding of how authorities are structured and operate is crucial in appreciating the differences between the health service and other organisations and in understanding the findings of the research on which this book is based.
