ABSTRACT

A transportation needs assessment aims to identify performance levels of physical transportation facilities and system usage that do not meet the minimum acceptable standards. The focus of transportation usage needs assessment is to determine the threshold system usage performance levels corresponding to vehicle operations, mobility, safety, and environmental impacts. The threshold condition levels for traffic control and safety hardware can be determined based on the minimum acceptable measurements of the above performance measures. For assessment of mobility performance in the current time, field data on people/freight movements and vehicle volumes by transportation mode and facility type within each mode need to be collected. For either passenger travel or freight shipments in the current or future period, the traffic details by transportation mode and facility type within each mode can be utilized for assessing mobility improvement needs.
