ABSTRACT

The difference in life-cycle agency and user costs in perpetuity between the base case and an alternative case is considered as the overall project-level agency and user benefits in perpetuity horizon. The project-level benefits and costs in pavement service life cycle will change accordingly. With the project-level benefits and costs established, the values can be compared to determine the economic feasibility of the proposed pavement project. In life-cycle cost analysis, the overall agency costs include costs of construction, maintenance, and repair treatments incurred during pavement service life cycle. In the pavement life-cycle costs analysis, all construction, rehabilitation, and maintenance costs incurred are considered. The proposed methodology considers agency and user costs in the service life cycle of a highway pavement. Pavement maintenance costs are incurred to maintenance treatments for preserving the conditions of highway pavements so that they can provide a satisfactory riding quality to highway users.
