ABSTRACT

This chapter is intended for plant managers, engineers, and other industrial personnel responsible for plant compliance with air pollution control regulations. Some of the needs involved in achieving and maintaining compliance require expertise that is beyond the usual range of skills and experience of industrial plant personnel, and therefore outside firms or consultants who offer specialized environmental services may be required. Emission tests may be required for compliance with regulations or when emission estimates are not adequate for inventory purposes. The compliance program must state how processes will be brought into compliance with regulations and when compliance will be achieved. Emissions from each source will be identified and quantified as part of the compliance program throughout each of the major phases: achieving, demonstrating, and maintaining the company's compliance status. During the compliance test, enough process and emission data must be recorded to satisfy the control agency's requirements and to confirm the control equipment vendor's guarantee.
