ABSTRACT

This chapter presents the flavor and intent of the regulation. The regulation first defines processes that must meet its requirements. Major components of the regulation focus on planning, training, employee protection, site control, and medical surveillance. Chemicals must present a high degree of hazard and must be present in large quantities. For each hazardous chemical the document specifies toxicity and exposure limits, physical data, reactivity and corrosivity data, thermal and chemical stability data, and mixing incompatibilities. Periodic monitoring determines kinds and levels of hazardous materials in the air. A combination of engineering controls, work practices, and personal protective equipment must ensure that worker exposure to these chemicals is below established exposure levels. Baseline, periodic, and termination medical exams should be provided for certain workers in both hazardous waste and emergency response operations. Any worker who is exposed to unexpected or emergency hazardous chemical release also examines.
