ABSTRACT

This chapter deals with clients in developing and implementing a practical methodology for policy/objective (P/O) management. The P/O Matrix is a tool for visualizing and translating top management's commitment to improvement and transformation into concrete actions. It compiles information on annual policies/objectives at different levels of the organization and links this content from the top of the organization to the front lines. The primary purpose of the P/O Matrix is to deliberately promote and manage improvement activities in a way that achieves the goal of companywide transformation. The P/O Matrix is a concrete expression of a company's commitment to business improvement, beginning with the commitment of top management. For most managers, making decisions based on objective data is fairly routine and straightforward. Managers who cannot make decisions based on subjective data, however, are not really qualified as managers.
