ABSTRACT

Managing engineering design performance is a significant issue, although it has traditionally received less attention than managing project performance during the construction phase. One reason may be that the cost associated with the engineering phase is only 3-10% of the total project cost (Eldin, 1991). This relatively small percentage of total cost, however, can amount to a significant dollar value on a large project. Since most construction costs are fixed by the design features of the project, management of the engineering phase warrants more attention in order to reduce overall project costs.
