ABSTRACT

The construction process in Hong Kong has always been regarded as complicated. The complexity of construction is compounded by the following characteristics (Rowlinson, 1997). Firstly, the difficulty of sites and ground conditions in Hong Kong. Secondly, in times of high demand, there is invariably a labour shortage and a restriction on importing labour. Thirdly, both public and private clients demand high speed of construction. Fourthly, most sites are congested due to high plot ratios. The logistics of site transport both horizontally and vertically are very difficult. Fifthly, the heavy dependence on imported materials creates uncertainty in delivery.
