ABSTRACT

The FBI Academy moved in during the mid-1930s. It is here that all United States Marine Corps officer training and other training missions of the Corps are conducted. The FBI Academy is a very special place. It is where hundreds of very select people serve their country in silence. The Behavioral Science Unit began with about a dozen instructors, most of whom were former Marine Corps NCOs and officers. The involvement of the FBI in hostage negotiations is an excellent example of Pearl Harbor Syndrome. The goal of crisis negotiations is the preservation of human life. In that pursuit, negotiators try to save as many lives as possible. The tactical team, like the negotiating team, makes every effort to save as many lives as possible. The full credit for the development of the current concept and practice for hostage negotiations in law enforcement belongs to the New York City Police Department.
