ABSTRACT

The full credit for the development of the concept and practice for hostage/crisis negotiations in law enforcement belongs to the New York City Police Department (NYPD). The training mandate is why the Federal Bureau of Investigation (FBI) was able to use the hard work and research of the NYPD to spread it across our great nation. The goal of crisis negotiations is the preservation of human life. One reaction to the event was the development of a very close liaison between the Federal Aviation Agency (FAA), the Airline Pilots Association, the airline industry, and the FBI. Contrary to the foresight of the NYPD, the involvement of the FBI in hostage negotiations is an excellent example of Pearl Harbor Syndrome. The initial FBI Hostage Negotiations program was fashioned into a three-day instructional package. Today, each Crisis Negotiators class taught at Quantico includes law enforcement officers from the United States and around the world, most of whom have some negotiations experience.
