ABSTRACT

Terrorists have shown a great degree of willingness to use violence and accept the idea of victims among innocent bystanders and emergency responders. Approximately 70% of all terrorist incidents have involved conventional explosives. Some have involved biological materials, nerve agents, and incendiary devices. However, terrorists have not yet been successful in the use of nuclear terrorism. This may not be because they do not want to; perhaps they have just not developed the technology or acquired the nuclear fuel yet in order to carry out such attacks.
