ABSTRACT

This chapter focuses on two important aspects of survey design: costs and logistics. It examines various cost modelling strategies that may be appropriate for current situations and discusses methods for estimating the parameters of the cost models. Cost models require input parameters that may be more or less detailed depending upon the complexity of the problem. Estimating the input parameters for these models can frequently be difficult. The chapter discusses several strategies for estimating these parameters and the management and technical infrastructure elements that may be required to implement adaptive survey designs (ASD). While these designs are relatively new, the organizational experience is growing. An important aspect of the management of adaptive designs is a technical infrastructure capable of monitoring the survey process and intervening in that process. On the other hand, it is not feasible to monitor surveys without some pre-planned and, if possible, automated analyses of paradata.
