ABSTRACT

A hybrid-regionalized geographic information system (GIS) Governance Model may well be the model and standard practice of the future. A hybrid-regionalized GIS governance model is based on shared services. Regardless of their evolutionary stage, local government geospatial initiatives require smart industry standard practices, activities, procedures and protocols. The ultimate goal of a hybrid-regional GIS model is to have a core nucleus of GIS specialists within the lead organization that enables all other participating agencies. Digital data management and life cycle practices have never been more important. The trend in the geospatial world is a shift toward a centralized geospatial hub of data, decisions, engagement, analysis, visualization and dissemination. Interoperability will be a defining factor in the future of local government. Interoperability is gradual and phased. It will be influenced by the political, organizational, logistical, tactical, human and technical components of local government.
