ABSTRACT

This chapter aims to provide insight into optimum organizational design, structure, process, technology, leadership, people, culture and external stakeholders. Geospatial technology presents more management challenges than any other local governmental discipline. International City/County Management Association has identified the high-performance organization model as a leading organizational development practice for local governments. A successful high-performance organization (HPO) framework requires an understanding of organizational experience, expertise and creativity. The concept and key characteristics of HPOs can facilitate improvement and sustain performance in geospatial management and operations in local government. HPOs focus on the specific training requirements of the organization. Additionally, HPOs have internal training and learning solutions. HPOs must be able to rapidly adjust and deploy their existing structures in new environments defined by innovative technology, procedures and protocols. HPOs reward and incentivize behavior that is in line with the organization’s goals.
