ABSTRACT

The technology-organization-environment (TOE) theoretical framework is applied to the construction of a multiple attributes decision making (MADM) evaluation model. The TOE framework is leveraged to construct a hybrid MADM model with the extended criteria of technological, organizational and external environment aspect. This chapter examines the adoption or implementation of business-to-business (B2B) m-commerce for small and medium-sized enterprises (SMEs) and provides the findings guidance for SMEs and practical insights for system providers/operators. On the one hand, the decision-making trial and evaluation laboratory (DEMATEL)-based analytic network process influential weights highlight the relative importance of each factor to implementing B2B m-commerce, and SMEs can use it to identify its priorities for improvement. On the other hand, once an SME plans to focus on improving a specific criterion, the DEMATEL cause–effect analysis, illustrated as an influential network relationships map, shows the source factors or dimensions for that criterion, which provides a systematic overview of the whole problem.
