ABSTRACT

The application of private sector ideals contributing to the completion of public sector activities has an established and rich history in United States governance. This chapter highlights several components that may contribute to the effective promotion of technological innovation in governance. The applicability of private sector ideals in the E-Governance Era focuses in part on Open Innovation theory, which serves as a construct allowing for the integration of technologically innovative means designed to sustain activities such as those related to citizen participation. The advancements in information and communication technology (ICT) have expanded the available means within a given network in which citizens may actively participate. The chapter illustrates the effects of technology on the communication networks in which digital participation occurs. The digital bridges can accommodate multi-directional communication between network participants for any number of E-Government related activities, such as those promoting reciprocity of information and those supporting the provision of government services to the citizen base.
