In thinking about the oil import issue, with the aid of Bob Hemphill and two of his staff at FEA, it quickly became apparent that one had to think about impacting the biggest consumer of oil in the United States, consumption in transportation. Gasoline used in cars accounted for about two thirds of total oil use.
