ABSTRACT

In this chapter, we learn about commercial constraints to a system, irrespective of its nature: government, commercial, public utilities, defense, financial, IT, etc, for capability and cost, continuous improvement, and risk and safety management. A system with good governance provides an environment for the effective and efficient creation, promulgation, and implementation of essential regulations to meet the aims of regulators. This chapter reviews the essential elements of governance that need to be developed within a system of systems. Since it is one of the most heavily regulated environments, examples are drawn from the aviation industry in this chapter.
