ABSTRACT

This chapter discusses specifically how to conduct an intelligent scene evaluation, assemble a plan to process the scene, and execute the plan to conduct the investigation. The investigator should conduct a scene assessment by "walking through" the scene. During the walk-through, the investigator should attempt to determine the nature of the explosion incident. The investigator must also determine what personnel and logistic resources will be needed to effectively investigate and collect evidence at a bombing crime scene. An explosion or bomb scene is recorded using three general forms of documentation: all forms of written documentation and logs, photography and sketches and diagrams. Evidence is found at an explosion scene in three general areas: the target, the victims, and outside the immediate scene. The four methods of locating evidence at a bombing or explosion are as follows: swabbing, organized search, sifting and vacuuming. Documentation of release includes the following: time and date of release, to whom released and by whom released.
