The body does not slow down in S because the changing momentum comes from its changing mass, not from its changing velocity. (In Newtonian physics there is no link between the loss of intemal energy and a change in mass.) First we need to find the momentum carried away by the radiation in the S frame, given that it carries zero net momentum in the S' frame.
