ABSTRACT

According to different sources, the cost of the construction project was somewhere between dollar of 220 million and 230 million. Also, according to multiple publications, the project was completed on time and within budget with all the requested features delivered. Therefore, one could conclude that, from a project management point of view, this project was a complete success. However, at the time of the project's inception, both of the two major Japanese airlines—All Nippon Airways and Japanese Airlines—notified the local government that they did not intend to use the airport after its completion. The functional department heads claim that they need their people to fulfill their day-to-day operational obligations, while the project managers complain that they do not get enough people to finish their projects on time and on budget. The project manager holds discussions with the project champion, the architect, and several company engineers to create a project charter.
