ABSTRACT

When I first started working cases in 1986, formalized task forces were in their fledgling stages. When I reported to Seattle, the only formalized task force at the time was the Green River Killer Task Force. During that period, the common practice was that local FBI agents often partnered up with local detectives on an informal basis. They worked together on cases with joint venue, rather than formalizing into a task force. Most FBI agents had close law enforcement contacts in the local police departments. We were truly “partners.” We trusted them and they trusted us.
