ABSTRACT
Identify problem-What enterprise are we going to target and why? What are the objectives? What is the end game? Criminal activity? Political motivations? Potential for violence?
Build law enforcement working group-Who are we going to ask for assistance? Who has interest in seeing this enterprise dismantled? Where are the subjects operating? Federal, state, and local entities may have some interest in part or all of the investigation. How about parole and probation? A working group doesn’t have any formalization like a task force.
