Cyberwarfare presents even more formidable challenges. The dark web allows anyone who is highly motivated to develop skills to create or modify and use potentially destructive cyber weapons to damage infrastructure or cripple an industry with a level of anonymity not possible with conventional weapons. The increasing sophistication of attacks suggests that cybercriminals are acting more like individual scientists in a lab who test vulnerabilities and collaborate by acting in unison or by selling modified versions in the black market, perpetuating the cycle of more effective and stealthy weapons.
