ABSTRACT

This section will scan some of these training systems with the full recognition that it can only touch the surface of most. DHS not only delivers a wide array of educational programs but also seeds the entire country with grants and other support so that localities and nonfederal jurisdictions can educate their constituencies with a local flavor. Billions of dollars in grants flow to every state, with most major urban areas receiving additional funding-so too with various special agencies at the federal level. As this chapter makes plain, while DHS leads the overall effort in homeland security, other agencies of government have their

fingers in the homeland pie. Witnessed in Chapter 11 is the oversight role of the Centers for Disease Control and Prevention (CDC) in matters of bioterrorism, chemical attacks, and other weapons of mass destruction (WMD). Other agencies, such as the Department of Agriculture, the Nuclear Regulatory Commission, the Food and Drug Administration (FDA), and the military, play integral roles as well. Both funding and training spill out to the practitioners from these agencies in the same way as DHS does.
