ABSTRACT

By the 1960s, it was evident that historic agencies were incapable of handling the larger natural disasters that plagued the country. It was clear that a major federal response and recovery agency was essential to serve those victimized by natural disaster. The Federal Disaster Assistance Administration, housed in Housing and Urban Development, was established. The National Flood Insurance program was set up in 1968, and executive orders and other presidential authority became a normative part of the disaster environment.
